With a view to enhance all-rounded development and leverage their own strengths as well as improving teaching quality of private universities and colleges, the Ministry of Education (MOE) has launched a policy that provides subsidies to private universities and colleges since 2008 to support the initiatives.

To ensure the public funds are used effectively, MOE implements a comprehensive control mechanism in procurement operations and financial management, so as to ensure that the funding is applied on the overall development of the universities and colleges in a controlled and balanced manner.
