The school development plan of Soochow University is designed according to a three- school-years’ implementation period. The implementing procedure includes strategic planning, work plans writing, annual budgets writing, plan implementing, plan control and evaluation, and plan changes, which forms a complete PDCA (Plan-Do-Check-Action) circle of quality management. A new plan is set up every three school years and annual budgets are draw up at the same time. At the end of each year, the effects of the implementation will be controlled and evaluated, and if necessary, make plan modifications according to the result of evaluation. Each step in this procedure is closely related to each other in order to ensure the quality of plan implementation and thus achieve every goal set up in the plan.
