The 3-year school development plan of Soochow University follows PDCA (Plan-Do-Check-Action) cycle of quality management. It involves strategic planning, creating work plans, preparing annual budget, plan implementation, control and evaluation as well as modification.

Annual budgets are set upon the 3-year school development plan has been established. The development plan will be closely controlled, modification will be made as and when necessary, after evaluation has been conducted annually. As the PDCA principle is upheld, it ensures that every stage of the plan is well executed and the goals set are fully achieved.
